OpenSSL 설치 되어 있나요?
OpenSSL 설치가 안되어 있을 때 주로 발생하는 메세지이고,
설치되어 있다면 php 설정 파일에 extension 으로 openssl 추가하시면 될 겁니다.
자세한 설정은 모바일로 작성중이라 생각이 안나네요.
